The book of proverbs says that 

“Every word of God is tested and refined [like silver]; He is a shield to those who trust and take refuge in Him. Do not add to His words, Or He will reprove you, and you will be found a liar.”

Then Isaiah quotes God saying:

“I publicly proclaim bold promises. I do not whisper obscurities in some dark corner… I, the Lord, speak only what is true and declare only what is right.”
